turning this list into a moderated one

Hi,

as so far noone has spoken up against turning this list into a moderated one 
for non-subscribers (subscribers can post without moderation), in 24h I will 
ask the debian listmasters to do so.

Please speak up now if you have useful objections. (In case you will be late 
to the party, there will also be an IRC meeting on february 15th...)
