In the ideal world we would run cfengine by cron in certain intervals to
keep machines configured as we want them at all times, including package
management. But at the moment we only use cfengine to do configuration
changes during the installation of the machine.  So yes it can, but you
would have to tweak it a litte.

you can also look at the FAI system for keeping your machines in a
configured state. it can also do installations for you. There is a page
[1] on the wiki if you want to experiment with it. feel free to edit it.
