this purpose is also done with Moodle or (possibly) Hot potatoes
(non-free, too).

could be a security issue - unless there is a violation of GPL and they
built in some GPL based sftp server.

don't read "MySql", it's MS SQL! This raises the question if it will
ever be possible to
- port your data to a free CMS/LMS (does it support SCORM?)
- be run on a secure Server (running a real server OS).
If there is interest in native quiz softare (run on a desktop) keduca
and kwordquiz are coming into my mind.
