first of all europe.pool.ntp.org, is a round robin record, something you will
see if you try the command host europe.pool.ntp.org It's not unlikely that one
of them was down while the one you pinged was up. 

the real stuff:
All the clients in the debian-edu network is automaticaly configured to recive
time from the ntp.intern server. so there should be no need to configure time
syncronization in kde. 
the ntp.intern server is by default a symlink to tjener.intern

so if you want to use a different timeserver on your lan then tjener, you can
alter the bind dns info for the .intern zone and point the ntp CNAME to that host.

but if all you want is to have proper time in your network. You should look at
the time on tjener. Since all the others will sync from there. Add a few
pool.ntp.org servers as serverlines in tjeners ntp config. and restart it. use
ntpq to verify they are syncing properly and not stopped in your firewall or
similar.
