I had a look in
http://ftp.skolelinux.org/skolelinux/dists/etch-test/local/binary-i386/Packages.gz,
and there the dependency for libcpufreq-dev is

  Depends: libsysfs-dev (>= 1.0.0), libcpufreq0 (= 002-4.0.edu.etch.1)

This make me believe the ${binary:Version} work in Etch, and that this
change is ok.

Perhaps.  I do not remember the details there.
