Can you add documentation about it?
I'm not sure if it is a bug that printer queues go offline when the
printer is turned off, nor that it is a bug that they stay offline
until the administrator confirms that they should go online again.
In any case, this issue should be documented, and the release manual
seem a useful place to put it.
