I managed to find out why some source packages are missing.  The problem
was that the source DVD build was using the exclude lists, and thus excluded
some source packages.  I modified the configuration to avoid this, and now
the source DVD is complete:

% ./is-sourcedvd-complete  -v
Source DVD missing source for 0 packages on etch-dvd
Got 8 redundant source packages on etch-dvd.

  pool/main/d/dbus
  pool/main/d/debian-edu
