I wait until:
/etc/init.d/S20sitesummary-client start 
finished.

But i think not that the script fix:
<li><a href="http://127.0.0.1/sitesummary";>Sitesummary</a></li>

May be that works on a combi server. 

May be a small web page with "Please wait until service is available" is a bugfix? 

Sorry run /etc/cron.daily/sitesummary does not help here.
