New server for changing passwords on the skolelinux.no hosts

Earlier, the host developer.skolelinux.no has been used to change the
user passwords stored in LDAP.  This is now changed to
ldap.skolelinux.no.  The LDAP server is now located on a virtual Xen
host dedicated to the service of creating users and handing out LDAP
information.
