Would it help to make it more clear that popularity-contest reporting
is completely anonymous, and that there is no way to map individual
reports to individual machines without access to the machine itself
(where the submitter ID is stored)? It is not as if popcon
participants are reporting to any municipality computer department.

Absolutely. That is also why I wrote the sitesummary tool, to make it
possible for the schools to count their machines automatically.
Perhaps someone should write a windows client for it, to allow schools
to use it to count their windows machines too. :) It should be fairly
easy, wrap up a collection of files in a zip or tar.gz file and send
it off using HTTP POST. :)
