This would keep the information/knowledge that was put into those bug
reports - and honors the work done by their submitters. Probably it
needs to be decided from case to case what to do with each report.
Another approach was to sumarize these bugs into a requirement
specification paper like this:

But this would require some work to be done...
The good thing is then, that the req. specs give us a check list for
quality management.
