If you run Skolelinux clients only, there is nothing to do to have global
Internet access via Proxy. With other clients (Redmond), browsers tend to come
without any proxy by default. 

There might be reasons to exclude these clients from the world wide net, anyway,
but then bypassing the proxy in some cases could also mean that they gain
unlimited access which would be even worse. So I think we should do the step and
deliver a valid/working proxy.pac file to make all "clever" browses use the
proxy they should use.

Any objections? Any volunteers for designing and testing the file? Should be a
matter of 15 minutes to experienced people with SVN access ;)
