There is no nn_NO translation of Firefox, which makes Firefox default to English
in a nn_NO environment.

In such an environmet Firefox should default to nb_NO

One workaround would be to start Firefox with 
firefox -UILocale nb-NO 
in such an environment, but I have no idea how to best implement this.
