Was this an installation of an thin client server without an existing main server? 

I'm afraid it's the changes made to the cfengine.conf where the thin client
servers contacts a main server.

Then cfengine is not run at all. 

I'm afraid this breaks a lot. 

Did you test a workstation-only installation as well ?
