Since creating at least one admin user is part of every (mainserver)
installation I think having that done with two questions during install
actually reduces complexity. Compared to the prossess of setting one up (with
mail forwarding group ownerships etc.) as the first step.
Actually new admins are supposed to create their own account as root before
looking around and getting to know the admin tools.

Root's mail could probably be sent (aliased?) to (one?) admin user.
Or the mail clients for users of the admin group could be set up to also access
root's mail. (desktop-profiles?)
