Things in /etc/skel is only deployed when a new account is created.
things under /usr/share/debian-edu will, as you also found out overwrite their
default config
For those who have installation from before we added /usr/share/debian-edu, this
is really a blocker, cause upgrading to sarge, will break their email config.
I will suggest for a skeleton under /etc/skel, and some documentation under
/usr/share/doc/debian-edu-config/examples and a README somewhere telling people
they could place this under /usr/share/debian-edu, rather than placing things
under /usr/share/debian-edu directly, breaking most of the existing
installations were they use kmail (I know of 1 installation were they actually
use the local imap server, and they are moving away from kmail, in favour of
thunderbird)
