Check <URL:http://packages.debian.org/unstable/x11/desktop-profiles>.
It is a generalization of our KDE default setting mechanism made by
Bert Cornelis as a spinoff (and intended for use by) the debian-edu
project.  I even believe it is in our svn repository on alioth. :)

I'm not sure if it can handle menus.  Anyone know?
