I like that.

The packaging system is not fundamentally broken, but Debian currently
has only little support above the package layer: There is no *distro*
system. And that is how I read in your description: a front-end to a
distro-engine similarly to the "apt-get" front-end to the APT engine.

I don't see this as reinventing the wheel of cfengine. I see the
back-end of your described "cdd-adm" as a mixture of official control
mechanisms (mostly debconf today) and unofficial package-overriding
"tweaks" using cfengine, CFG, shell or whatever.

Currently packages allow only little automated control, so lots of
"tweaks" are needed. Off course ideally the packages officially in
Debian matures to support more automated control...

I see your idea as debian-edu-install reinvented, with a reinvention of
debian-edu-config as backend. Sounds similar to the ideas of Holger
Levsen and me about structuring tweaks more generically, so they can be
 used equally well by debian-installer, FAI and other tools working not
only with single packages but also the gaps/overlaps between them.
