Here is some vital logfiles from 3 ltsp servers from yesterday morning, proving
that apt does use the proxy:
 From ltspserver02:
  Fetched 58.1MB in 1m42s (565kB/s)
 From ltspserver03:
  Fetched 58.1MB in 1m4s (896kB/s)
Since all the servers starts to fetch at the same time, it's no surprise that
two of them will use download rather slow. But when looking at the third:
 From ltspserver04
  Fetched 58.1MB in 5s (10.1MB/s)
Now I that they do have a connection ~512kB/s, so please tell me how could these
number have been thru if it aint using the proxy. And if you look at the next day: 
 From ltspserver02:
  Get:1 http://ftp.skolelinux.no sarge/main libpcre3 4.5-1.2 [108kB]
  Fetched 108kB in 0s (519kB/s)
 From ltspserver03:
  Get:1 http://ftp.skolelinux.no sarge/main libpcre3 4.5-1.2 [108kB]
  Fetched 108kB in 0s (7509kB/s)
 From ltspserver04:
  Get:1 http://ftp.skolelinux.no sarge/main libpcre3 4.5-1.2 [108kB]
  Fetched 108kB in 0s (7657kB/s)

I'm closing this bug as Invalid, since 
a) You have not responded to my private email to try to help you in a week
b) Both me and klausade has shown that apt do use proxy
