There are several pieces working together to get APT proxy caching working.
First of all, APT must be told to use the proxy.  Next, the proxy (squid)
need to be told to cache large APT-related files (they tend to be large).
We try to configure both in debian-edu, and I believe this used to work
in the Woody CD.  We set the environment variables http_proxy and ftp_proxy
to fix the first issue, and update the squid configuration using cfengine to
fix the second issue.  I would be interested to know why this isn't enough.

report I submitted a long time ago, when I discovered that it was impossible
to set the FTP proxy using the configuration file.  It is not the same as this
problem, but I just mention it for future reference.
