I believe it applies to all non-US locales. Try this (in a single line):

$ grep -A 4 layouts
/usr/share/gconf/schemas/desktop_gnome_peripherals_keyboard_xkb.schemas

I agree it is _very_ annoying (and thanks for pointing me to the Redhat
ressources that helped me figure out what I thought was a local problem
with my own setup!) but gconf settings _are_ changeable (as Loïc also
seems to write in his response), it just does not rely on either Xfree86
or libc settings, and is not controllable through debconf.

Try the following command (in a single line):

# gconftool-2 --direct --config-source
xml:readwrite:/etc/gconf/gconf.xml.defaults --type string --set
/desktop/gnome/peripherals/keyboard/xkb/layouts dk


If the above command works, I suggest keeping bug #296434 open but
priority normal or lower, and instead file a wishlist bugreport against
localization-config to setup gconf2 similarly.
