Bug#299320: debian-edu-config: Some localization in /etc/mozilla/prefs.js breaks the config file

There is some localization efforts done, I guess by localization-config, but I'm not sure, that breaks the use of /etc/mozilla/prefs.js as a global configuration file. THen the proxy settings has to be set in each users config file instead, and this is well - troublesome.
Better use locale settings in the environment to set locale for mozilla
