Bug#294047: debian-edu-config: Root logins are not allowed in KDM on a server

on a server were workstation is installed, root is not allowed to log in
using kdm. This makes it harder for new users to create and set up
users that are allowed to log in.
To fix, cfengine must test that neither ltspserver nor mainserver
profile is installed and only then disable the root account from logging in.
