Bug#274745: Please use debian-installer like logic for build-depending on mirror

debian-edu currently downloads Packages.gz files from ftp.debian.org and
non-us.debian.org
It'd be nice if instead it would use the same logic that
debian-installer uses: use the mirror that's referenced in sources.list
(and make it overrideable), and accept that the package will FTBFS if
there is no full mirror in sources.list
This will trade FTBFS when net access is unavailable for FTBFS when apt
isn't configured/isn't configured to have a full mirror/isn't configured
to only have an official debian mirror without modifications.
Please do note that I cannot oversee every consequence of this change,
and am not 100% sure this change would be without issues.
