Bug#274742: Builds based on 'testing', not 'sarge'

While building, debian-edu downloads packages files from ftp.debian.org
and non-us.debian.org. It downloads the Packages.gz files for the
'testing' suite. While this currently works, this is a serious issue if
this same logic is still present in the source package of debian-edu
that will ship with sarge once it's released. testing will then be
'etch', and rebuilding the package will cause it to have dependencies
etc from etch, resulting in a broken package.

Changing the used suite to 'sarge' will resolve this bug.
