proxy not activated for konqueror by default (Venus 1.0)

Hi,

as some of you might remember, we could sort out during some IRC session
that /etc/kde2/kioslaverc (LTSP server) has to be chmod a+r in order to be
read from konqueror on any client. Now, newly added users do have set the
proxy to "webcache:3128" -- but you still have to activate the proxy usage!

This is the contents of the kioslaverc:

[Proxy Settings]
ProxyType=1
ftpProxy=http://webcache:3128
httpProxy=http://webcache:3128
httpsProxy=http://webcache:3128

virtually, it should work thus. Self created version only has further entries
for ignored addresses, but works from ~/.kde/share/config/:

[Proxy Settings]
NoProxyFor=localhost
Proxy Config Script=
ProxyType=1
ftpProxy=http://webcache:3128
httpProxy=http://webcache:3128
httpsProxy=http://webcache:3128

Any clues? Likewise, Mozilla is not set up to use the proxy on tjener by
default, but this can be due to "user_prefs" instead of just "prefs" in
my /etc/mozilla/prefs.js

Thanks
Ralf
