In Norway it took about 18-20 moths before the list 
"bruker(at)skolelinux.no" got into regular use by system admins at schools. 
It took a while before they got hang of it as they often are regular 
teachers with no prior knowledge about mailing-lists. The developers lurked 
around on the list, and answered every question as polite as possible. 

In Norway it's also important to have a Norwegian speaking list, as they 
also have done in Germany with a German speaking list. This makes it easy 
to handle questions because the answer is in their mother tongue. It's the 
same in english :-)

After a while it got known to be a fast an reliable source of information. 
Just to test the responsiveness one person sent a question to the user-list 
late at New Year's Eve, and got an answer 50 minutes later. Try to do the 
same with your local ICT-department :-). This kind of rumor has really been 
a help to the use of the mailing-list for help.  

The user-list are in daily use and the list is fairly productive. There are 
really a bless to see the teachers helping each other, in ways thats not so 
easy for developers because our knowledge, or maybe lack of knowledge to 
the day-to-day activities at a school.
