Yes it will help as this language use the same latin-1 code page.
If your prefere test -L "de_DE.ISO_8859-1" I don't care.

html (xml) is verbose so it is not user friendly, and it will not help
to get more redactor for the web site.
However if HTML is mandatory it sould be said so clearly since the
begining and we will use it.
