there is another list that deals with translations into German:
debian-l10n-german@lists.debian.org
(I suspect there is other lists for other tongues)
As I have been watching that list for quite a while, I know they have
set up some helping infrastructure for translation. Apart from a wiki
word list [1], there is now instructions on how to translate debian
descriptions [2].
