Currently the hotplug package is installed by default when d-i
detect hotplug support in the kernel.  I guess the USB hang problem
might still be around, or it might be fixed in later kernels.
At the moment we are using kernel 2.4.26.
As hotplug is installed, I close this bug as fixed.
