They are at the usual site. It includes the latest 3.6 VM from Ian, a
CVS snapshot VM from Ned's CVS branch, and most of the 3.x images
including both "full" and "basic" 3.6's.  People with apt already set
up
can simply upgrade to get the newer packages.

Does this have configurable language now?

Only in the E-Toy subsystem (which is the most relevant for elementary school use). This is the stable 3.6 release, full internationalization is coming in 3.7, to be released later this year.
