Indeed, I took it as almost a given that people in general wouldn't be
available on Halloween.

But the second, more productive, question still stands: Where?
There's one vote for "Grand Central might be a neat place".  Any other
ideas?

I'd support Grand Central, but would also be interested in the ideas
of some public atriums in various buildings, if it's interesting
architecture and has a lot of glass to see around.

Ideas, either these things or others?
