As per the ongoing discussion on debutsuv vs debconf
My suggestion is following

Do MiniDebConf  or DebConfIndia in specific debian contribution focused event with a Debian flavour

Debutsav can be an college outreach event type of Debian-IN  , and can have more room for attracting various foss contributors to debian along with discussing related ideas.
