I believe there were several reasons for this change or atleast from
what I have been a few years :-

a. The XFCE team although good still takes a long time to package and
make a new release whereas the GNOME release team is faster.

b. One of the big issues with GNOME was it's too big to fit on a CD
but with the recent move of xz the move to fit GNOME inside a CD is
somewhere there.

c. XFCE still does not have many utilities and components and for many
of it's needs it either needs a gtk or a GNOME library or a component.
The mixture of the two at times does not gel either aesthetically or
functionally.

This is not to deride the XFCE project at all but they do need more
people both for development (they have not been able to have success
like GNOME has) nor similarly have been successful in recruiting
people for packaging, testing etc. in the Debian community as well
(although there are people but IMHO they just need more dedicated
hands.) In fact IIRC XFCE did miss a release or two in the past or
recent past as they were not able to adhere to Debian release schedule
as well. I think similar with LXDE and FVWM as well (both superb
projects in themselves as well.)
