Could you spell this out a little more?  Do you mean that the
non-/packages directories would use translators making them a union of
packages so this would be transparent when running maintainer scripts
and so on?

That sounds interesting.  I'd recommend running dpkg with "-D1" and
grepping around for the actions run.
