We're planning on going away from setting environment variables to export
random information as people prefer to not break debian/rules as a direct
interface.

So it's unlikely that we're going to apply this patch. Instead we should
design some makefile snippet that people can include and that would set
all those variables by calling the right scripts.

And we need a dpkg-buildflags tool first to deal with CFLAGS and al.
