This should probably be:
  - upload a new dpkg with breaks against the version of upload
    info-browsers which did not depend on install-info

> - file bugs against all the info shipping packages with problematic info

Maybe recommend that install-info should be called without options but the
info files themselves should be updated.
And --section shall be avoided (this is IIRC the most problematic option)

I remember there could be some issue with emacs info files (because they
are installed in sub-directories?)

I will try to review update-info-dir next week.
