Bug#452652: [Priorities] please lower priority of dselect

According to Policy s.2.5, packages with "required" priority are
"necessary for the proper functioning of the system", that is to say, they
provide "enough functionality to allow the sysadmin to boot and install
more software".
But dselect does none of that. It's just a frontend to dpkg and (optionally)
apt; and according to:
- its own description: "Many users find dselect intimidating and new users
may prefer to use `apt'-based user interfaces."
- popcon (regular users): dselect=7209, aptitude=16399, apt=56340
not a very popular one.
I'd suggest lowering its priority to "important", equiparating it to its
more popular equivalent "aptitude".
I'm CCing the dselect/dpkg maintainers, in case they have an objection or
something to add.
