This was my hypothesis.  That bugs in install-info were not getting
fixed or even responded to is a fact.

Also, even if division of labour is possible without splitting the
package, getting fixes in an actual version in testing will be difficult
due to the special status of dpkg.  This one I know from past problems
with alternatives handling.
