Bug#313204: dpkg: Support to configure 'DIFF' through environment variable.

Please, add ability to change DIFF define from environment variable
(DPKGDIFF, by example). I think, 'vimdiff -vo' is more usefull and more
suitable in many cases. With vimdiff I can overwiew changes and quickly
transfer appropriate changes in my old config.
After exit I'll just press enter (to 'N' in dpkg) and will get working
config.
