Bug#312383: marked as done ([experimental] dpkg allways tries to write to logfile)

operation does not modify the system in any way.

  The "Maidenhead Creeping Water Plant" Release.

  * Reduced inability to open a log file to a warning, suppressed for
    non-root operations.  Closes: #312383.
