Bug#304404: Please allow dpkg-buildpackage -nc -S / building source packages without cleaning

dpkg-buildpackage -nc -S refuses to work for me out of stubbornity.
There can be legitimate reasons to not want to run debian/rules clean
before packing up a package, for example, when one wants to transfer it
to another host, or when one didn't dirtify the tree anyway (but still
one doesn't have the build-deps needed to run debian/rules clean
succesfully).
It'd be great if you could make -nc work also when not having -b.
