Bug#295752: [DPKG-PARSECHANGELOG] should be "Changer by", but not "Maintainer"

dpkg-parsechangelog parses the developer's name and email as
"Maintainer". It may well be an Uploader or a Non-maintainer making
the change. Thus, I suggest using a different label, such as
"Changed by".
