synaptic dpkg repos? Don't connect, network is fine.

Total, or nearly so, noobie at debian, fairly old hand at redhat
stuffs since 1997.
I'm on the initial bootup of BDI, version 4.08, the emc program.
Based on debian 3.1 (sarge I think you are calling it)
I had it install synaptic as I'd like to try to maintain a synaptic
clean install except for what I write as a device driver.
Unforch, when synaptic is told to refresh its package lists, from
ftp.debian.org, sarge, or from the other site who name I don't recall
ATM, its returning a bunch of can't find errors.
Are these dpkg repo's down, or has the address of them been
re-assigned somehow?
