We already have this with type-handling, but this kind of tag replacement
looks more like a hack to the eyes of the maintainer than a full replacement
for the Architecture field.  We want something that can be used as default in
all packages.  I.e., if the debian/control template file reads:

  Cpu: any
  System: any

then the maintainer will easily understand they're separate fields, and if
per wants to modify the setup (e.g. the package is i386-specific), only the
Cpu field will be touched, leaving the default for System.
