Packaging htdig 1:3.1.6-11, I noticed that the generated files do
not include the epoch in their name:

  htdig_3.1.6-11_ia64.changes

I know it does not matter, but it would be nice to have the epoch be
part of the filename, for consistency, and to allow better
interaction with tools like dpkg-parsechangelog.

This is because a lot of tools, such as rcp/scp and even tar! treat
colons in filenames as special.

I don't think there's any particular reason to put the epoch in the
filename, we've managed without doing so.  Doing it will cause problems.
