Bug#290981: dselect: do you want to erase previously downloaded debs: bad timing, doc

I only want to delete previous .debs if the new stuff doesn't work.
I cannot determine that immediately after downloading the new stuff.
Therefore, the question should be configurable to be asked BEFORE downloading new stuff.
It should also be optionally defaulted to no, and documented exactly what it does.
In proximity to "press any key" it is too easy to delete stuff, then find out
the new package is worse.
Am I missing something here?
