Bug#288778: dpkg: [DPKG] too verbose when installing and/or upgrading

(This is not a duplicate of #71106)
Performing a major system upgrade makes dpkg spit out a great deal of
progress messages (e.g. "Unpaking...", "Preparing to replace...",
"Setting up..."). This is bad, because:
- They distract the user from possible error and/or warning messages,
like "directory not empty", output from maintainer scripts, etc.).
- It violates the Unix Rule of Silence :-)
A --quiet option could be added (to be used by apt, for example), with
the purpose of shutting down such messages and making dpkg print out
only the relevant, "surprising" ones.
