Bug#272574: dpkg-dev: dpkg-buildpackage gives error at on very end, package wasn't build as root.

Well, it's rather grave feeling when package you've just spend a day
to build, is compiled, but isn't going to be packaged, because you need
to run i either as root ! (which is rather not understendable to me), or
use fakeroot.
Please make such error before any attemt to build package will even
begin.
