dpkg not packaged

Hello,

I want to build file system tree image to give to  a ARM9 debian kernel as root file system (on the form of a ramdisk).
I start to build my tree with packages from the debian site, and to do that, I need dpkg.
The point is that I use a x86/red hat machine as cross generation machine.
I need dpkg on the form of x86 executable but all I find is a package (dpkg_1.10.23_i386.deb) which itself needs ...
... the dpkg executable to be extracted..
I suppose that if I had a debian on my PC, I would find the dpkg utility on my system, but I have a red hat..
Is it a solution for such issues?

Thanks in advance
